WIOA Program Services Director Job Description

The Program Services Director is responsible for managing the overall WIOA program in North Central Arkansas and for the coordination of partner services, performance outcomes and will be actively involved in the community to ensure visibility for all WIOA services.

In addition to local representation, the Program Services Director will represent North Central WIOA at appropriate state, regional and national venues as instructed by the Executive Director of White River Planning & Development and/or the local WIB board.

KEY RESPONSIBILITIES

  • Developing  and maintaining policies and procedures for implementing WIOA programs and services
  • Serving as liaison to the local WIOA board and the local CEO board in a proactive manner and professionally
  • Planning strategic activities and directing WIOA program functions internally and through partner meetings on a regular basis
  • Establishing clear and measurable goals for WIOA efforts, both collectively and by departmental function
  • Overseeing program budgets and distribution of participant benefits
  • Coordinating methods and schedules for implementation of programs throughout the WIOA workforce area in North Central Arkansas
  • Supervising WIOA field staff and other personnel responsible for specific functions as assigned by the Executive Director
  • Providing training to WIOA staff as federal, state or local policy changes or as deemed necessary
  • Developing plans to increase area-wide visibility for WIOA programs and services, including measurable goals to be reviewed on a regular basis
  • Reviewing performance data with WIOA staff to determine improvement and create strategy to accomplish stated goals
  • Actively participating in communication with all partners to maintain clear and consistent messaging for WIOA programs
  • Maintaining specific personnel performance measures and conduct periodic employee evaluations
  • Periodically monitoring of  AJL records to ensure quality and accuracy of performance data
  • Meeting regularly with WIOA staff to create more efficient and effective delivery of services
  • Making recommendations to Executive Director regarding policy and personnel matters required to maintain integrity of the WIOA program
  • Actively promoting collaboration between core partners and other area entities to foster partnerships designed to achieve common goals
  • Interacting consistently with community organizations to develop new programming aligning with WIOA guidelines
  • Acting as the lead contact with Arkansas Department of Workforce Services to ensure accurate dissemination of information to and from state officials
  • Conducting research in order to increase opportunities for new partnerships with other community entities
  • Attending all monitoring visits conducted on-site
  • Interpreting WIOA guidelines to determine local service delivery techniques and methodology
  • Performing other duties as assigned by the Executive Director

EDUCATION/EXPERIENCE REQUIRED

  • Bachelor’s degree in public administration, general business, technical writing or social sciences; related work experience or equivalent education may be substituted
  • Five years of experience in direct supervision and management of workforce training; related or equivalent experience may be substituted
  • Established and proven ability to organize, manage and control workflow efficiently;  ability to meet deadlines
  • A minimum of three years of management experience in the workforce development system or similar setting
  • Strong verbal, written, analytical, presentation and interpersonal skills
  • Knowledge of good management skills, good business practices, laws, rules and regulations, methodology, application of laws and regulations, etc.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resource modeling, leadership techniques, production methodology, and coordination of people and resources

SPECIAL REQUIREMENTS

  • Must possess a valid Driver’s License and provide automobile liability insurance
  • Must have access to reliable transportation in order to travel for business purposes
  • Must be able to pass background check in order to access AJL computer system

Serving Cleburne, Fulton, Independence, Izard, Jackson, Sharp, Stone, Van Buren, White and Woodruff Counties in north central Arkansas.
