Workforce Innovation and Opportunity Act

The White River Planning and Development District, Inc. is the Title I Service Provider for Adult, Dislocated Workers and Youth and One-Stop Operator under the Workforce Innovation and Opportunity Act (WIOA). The District also serves as the administrative entity and fiscal agent for the North Central Arkansas Workforce Development Board covering the counties of Cleburne, Fulton, Independence, Izard, Jackson, Sharp, Stone, Van Buren, White and Woodruff.

The WIOA Act, signed into law on July 22, 2014, is the first legislative reform of the public workforce system in 15 years. The Act, effective July 1, 2015, is designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. The enactment of this law provides opportunity for reforms to ensure the American Job Center system is job-driven--responding to the needs of employers and preparing workers for jobs that are available now and in the future.
